Independent Contractor/Outreach Management for NLECTC-SRTB
The Center for Rural Development (The Center) is seeking to enter into a contract for outreach management for the National Law Enforcement Corrections Technology Center-Small, Rural, Tribal and Border (NLECTC-SRTB). The Center is a national model for economic development in rural areas. The NLECTC-SRTB Regional Center is actively involved in national outreach and general technical assistance efforts across the United States; the primary focus within the responsibilities of the outreach management contract is on the western region of the country.
Overview
The Center is a grantee under the Department of Justice (DOJ) Office of Justice Programs (OJP), National Institute of Justice (NIJ), Office of Science and Technology (OST), Operational Technologies Division. The purpose of the grant is to provide technical assistance and outreach activities on behalf of the NLECTC-SRTB Regional Center. The primary purpose of the grant is to bring significant benefit to small and rural law enforcement agencies across the nation. Under the award, the mission of The Center is to support the goal of NIJ to ensure that relevant scientific and technology information is efficiently and effectively delivered to NIJ's constituency.
Duties
The requirements of the contract include, but are not limited to those identified as follows:
1. Serve as a resource to the affected constituency providing generalized technical assistance:
- Respond to requests for service or information through documenting the needs associated with the request and directing the requestor to the appropriate resource.
- Follow-up with the referral on behalf of the requestor.
- Confirm with the requestor, as appropriate, to ensure the required assistance has been received.
- Provide expertise in the most expeditious manner.
- Contractor shall document all activities associated with all requests and submit the information to The Center and the Small, Rural Tribal and Border Resource Outreach Center.
2. Perform outreach activities for the purposes of promoting NIJ, The Center and the NLECTC System messages and available services.
- Represent NIJ, The Center and the NLECTC System at local, state and national conferences, including but not limited to, conducting presentations and/or demonstrations as appropriate for targeted personnel.
- Conduct on-site technology demonstrations and capacity building within the mission of the NLECTC System upon request from state and local public safety agencies as necessary in coordination with NIJ and The Center.
- Provide generalized assistance as may be requested to small, rural, tribal and border agencies in the development of plans, strategies, and selection and implementation of technology solutions that may enhance force multiplication with the greatest return on investment.
- Upon request, provide information to agencies considering purchase or deployment of technology products and capabilities, providing site visits as needed.
- Attend key technical and trade conferences to maintain knowledge of status and availability of products, technology and changing regulatory environments.
- Provide technical assistance to the NIJ research and development process as directed by The Center, including assistance in the development of solicitations based upon research and development needs identified during the outreach and technology assistance process.
- Contribute technical information for recommendations made to the NIJ Program Manager by The Center, providing early identification of prototype or product capabilities that could be utilized in the technology assistance process.
- Review white papers, concept papers, pilot proposals, etc., as may be required by NIJ and The Center.
- Provide technical support to various NIJ Technical Working Groups as may be required.
- Other duties or activities as reasonably directed by The Center.
Qualifications
The Center is seeking an individual with the following qualifications:
- Bachelor's degree preferably in fields of organizational/business administration, criminal justice or information systems.
- A minimum of 10 years in law enforcement as a certified police officer.
- A minimum of 5 years in law enforcement executive management position.
- In-depth understanding of all aspects of law enforcement and public safety including law enforcement related information technologies, communications and dispatch technologies, geographic information system mapping, law enforcement records management systems.
- Thorough understanding of the National Law Enforcement and Corrections Technology Center System and the services it provides.
- Highly motivated and able to manage multiple tasks and priorities.
- Must have the flexibility to accommodate specific program needs.
- Work well with little supervision and able to manage multiple tasks and priorities.
- Self-motivated with excellent communication, presentation, and interpersonal skills.
- Must possess strong problem solving abilities and the ability to maintain detailed documentation.

STAGE HANDS
The Center for Rural Development, located in Somerset, Kentucky, invites applications for temporary, part-time stage hands in the theatre department. The Center is a national model for economic development in rural areas, serving a forty-two county service area of Southern and Eastern Kentucky with a wide array of programs.
Dedicated, dependable and hard working individuals are needed to assist in all areas of pre-show, performance and post-show duties. Stage hands are scheduled on an as-needed show-by-show basis; the position(s) are non-exempt with variable hours. The work varies and is often physical. The Center offers a competitive wage and an opportunity to experience live performances from a unique backstage view. The position(s) retain job specific accountability and report to the Associate Director of Arts and Culture.
Minimum qualifications: Must be at least 18 years old to apply. A High School Diploma or equivalent. Experience is preferred, especially in theatrical or concert productions. Carpentry, electrical, technical, mechanical, sound and lighting skills are all a plus, but not required. Individuals must possess excellent communication and interpersonal skills. The successful applicant must have the ability to be a self-starter, dependable, and work well independently.

HOUSEKEEPING and EVENTS STAFF
The Center for Rural Development, located in Somerset, Kentucky, invites applications for temporary, part-time housekeeping and events position(s) in the Sales and Events department. The Center is a national model for economic development in rural areas, serving a forty-two county service area of Southern and Eastern Kentucky with a wide array of programs.
Dedicated, dependable and hard working individuals are needed to assist with janitorial and housekeeping services. Staff are scheduled on an as-needed basis; the position(s) are non-exempt with variable hours. The work varies and is often physical. Responsibilities include maintaining the building and surrounding areas in a clean and orderly fashion. Additionally the position(s) will assist with the systematic set up, breakdown and storage of equipment for a variety of events held at the facility, including, but not limited to training seminars, conventions, weddings, etc. The position(s) retain job specific accountability and report to the Director of Sales and Events.
Minimum qualifications: Must be at least 18 years old to apply. A High School Diploma or equivalent and related experience is preferred. Individuals must possess excellent communication and interpersonal skills. The successful applicant must have the ability to be a self-starter, dependable, and work well independently.
